"We've agreed an undisclosed fee with Hereford and we've been given permission to speak to him," Fry told BBC Sport.
"Darren Ferguson spoke to him on the phone and I'll meet with his agent to hopefully conclude a deal.
"If the boy doesn't want to come to the Championship and he makes it all about money then we don't want to sign him.
"We only want young, hungry players that want to listen, learn and improve.
"If he's in that category then we won't have any problem."
